Everything Going on in Policy and Advocacy in April 2026

Right now is an exciting time to be part of the anti-vivisection movement. Across the country, momentum is building as both policymakers and the public increasingly support more humane, human-relevant approaches to science. From federal initiatives to state-level reforms, we are witnessing a meaningful shift away from outdated animal experimentation and toward innovative methods that better serve both people and animals.

Scientific and technological advancements are accelerating this transition, making the animal model increasingly obsolete. Cutting-edge tools like organ-on-a-chip systems, advanced cell cultures, and computational modeling are proving that innovation no longer needs to come at the expense of animal lives. These methods are not only more ethical, but also often more accurate and directly applicable to human health outcomes than animal models.

One important piece of legislation currently in Congress is the Federal Animal Research Accountability Act of 2025 (H.R. 3295), also known as the Transparency Act. Until now, there has been no comprehensive federal law requiring detailed reporting on the use of animals in research. This lack of transparency has made it difficult to fully understand—and challenge—the scope of animal experimentation. If passed, this act would mark a turning point. By mandating clearer reporting and greater accountability, it would empower the public with real data on animal use and treatment in laboratories. With that knowledge comes the ability to demand reform, measure progress, and drive meaningful change.

Complementing this legislative effort is NAVS’ groundbreaking, third annual Laboratory Animal Care Audit (LACA), due out in fall 2026. This report represents an in-depth, state-by-state investigation into some of the most troubling aspects of animal research in the United States. By examining cases of abuse, malpractice, and systemic failures, the LACA aims to shine a light on practices that are too often hidden from public view. The third annual LACA will serve as a powerful tool for advocacy, helping to inform policymakers, stakeholders, and the public about the urgent need for change.
