The EPA Reinstated their 2035 Plan. How Should We Feel About That?

In January, we shared that the Environmental Protection Agency reinstated its goal to phase out animal testing by 2035. We’ve received questions about why the goal is set nine years out, and we understand the frustration. Here’s how we at NAVS view this development..

While we all want to see every agency commit to ending animal testing immediately, a transition of this magnitude requires more than policy change . If these plans were implemented today without responsible transition periods, thousands or millions of animals would be left without sanctuary homes, likely facing euthanasia. NAVS will continue working to ensure sanctuaries and rescue organizations are ready to take in these animals so that none are left behind.

Any meaningful transition from outdated, inhumane science to innovation without animals requires careful planning and time to ensure animals can live and be properly cared for.

What matters now are actions, not just words. The EPA can set goals, but without concrete steps, commitments are meaningless. NAVS is committed to monitoring what the EPA actually does, keeping you informed, and supporting efforts to replace archaic methods with humane science. Their goal was originally set seven years ago, only to be abandoned. We know commitments like these shift with political winds, but through our Crossroads 2029 campaign, we’re urgently focused on keeping agencies transparent and accountable.

The road to ending animal testing is long, but real progress is being made. Every commitment we secure, every policy we influence, and every voice raised brings us closer to a world where animals are no longer used in laboratories. While we remain vigilant and push for faster change, we also celebrate these steps forward.
